Short answer: stand on US Highway 41 and look west, toward the water. That side is in a flood zone. Look east and you are generally out of one - a couple of streets and a few communities east of 41 are still AE, but most of it is Zone X. West of 41, plan on flood insurance. Count on it.
There are levels to it, and the level is driven by elevation.
The original parts of Apollo Beach were built at one, two, four, six feet above sea level - built where it landed. Around the year 2000 the code requirement went to ten feet. So if a community went up after 2000, you can take it to the bank that it is sitting at about ten feet. You do not even have to ask whether it flooded.
Ten feet insures a lot cheaper than one foot. Other things move the premium too - impact-rated windows and doors, the age of the home, a few other components - but elevation is the big one. In a flood zone at ten feet or better, flood insurance is usually pretty reasonable.
Around 2014 the code started requiring builders to include either impact-rated windows and doors or prefabricated shutters. Impact glass tends to show up on higher-end homes and on retrofits. Either one lowers your premium, so it is worth finding out which one you are buying.
Helene is the one storm in the written history here that did that kind of damage. Surge came in at four to six feet, really about four. That devastated the older, original, low parts of Apollo Beach. The post-2000 communities at ten feet were not impacted. It does not even feel like you are going uphill driving in - but you are going up six feet.
Here is the part most people miss: sometimes you have to drive through the older low neighborhoods to get to the newer high ones. So even sitting high and dry, think about the route, not just the lot. Do you want to wait for the water around you to go down before you can get out?
US 41 sits at around 35 feet. It is high, and it is the evacuation route. The closer you are to 41, the shorter the run to it. The farther west you go, the farther you have to travel. And we know about these storms a week out, usually two - they do not pop up overnight.
And for context: below ten feet is not automatically unaffordable here. Apollo Beach is still economical, elevation for elevation, compared with Davis Islands or parts of St. Pete at the same one to ten feet - simply because we have had far fewer hurricane and flood impacts.
